大学院修士?博士前期課程、博士?博士後期課程を修了した皆さん、本日は誠におめでとうございます。列席の研究科長をはじめとする教職員一同と共に、皆さんの学位取得を心よりお祝い申し上げます。
また、これまで修了生と共に歩んでこられた本日ご列席の皆様にも心よりお慶び申しあげます。

　皆さんへの将来の期待は、きわめて大きい。長崎大学としても、長崎県としても、さらに日本国としても、学位を取得した皆さんに、明日の日本を切り開いて頂きたいと願っています。なぜならば、日本で修士、博士号等を取得する人は年々減少しています。科学技術?学術政策研究所のデータによると、米国、ドイツ、フランス、英国、韓国、中国においては、取得者数は増加傾向にありますが、日本は2006年をピークに減少の一途です。原因については様々あるでしょう。こういう状況の中で、皆さんは勇気をもって、大学院等へ進み、結果を残しました。素晴らしいことです。皆さんの努力と忍耐強い意志の力に最大の敬意を表します。しかし、ここで終わりではありません。

　世界は、最近の感染症のパンデミックやロシアのウクライナ侵攻のように、予測できないことが起こる時代です。そのような時代には常に前向きに自分の目標、夢をもって、たとえ困難があっても勇気をもって挑戦し続けることが重要です。私は信じています。皆さんの人生は必ず満足いくものになることを。それには、皆さんが、視野を広く持ち、世界に目を向けて、自分の夢を追い続ける覚悟が必要です。
　皆さんは、本日修了しますが、これからも長崎大学人です。長崎大学は、今年で、創基166年になりますが、先輩方は、原爆の被災による廃校の危機など様々な困難を乗り越えてここまできました。皆さんの未来にも必ず危機はやってくるでしょう。それも、地球規模でやってくるでしょう。我々は、プラネタリーヘルス、地球の健康へ貢献することをスローガンとして掲げていますが、具体的に実践する中心的役割を担うのは皆さんの世代です。学術的な基礎力を持った新進気鋭の皆さんが、危機を解決する具体的な案を作成し、先頭に立って問題解決に挑むのです。そう、私は期待しています。

　さて、皆さんは、私の最後の教え子となります。
　私は、皆さんと共に本学を去ります。研究者として教育者として悔いのない私の半世紀でした。大変ありがたく思っております。私は、長崎大学の先輩方の蓄積やアクティブなネットワークを利用させていただき、存分に研究教育に励みました。海外で研究もしました。大学の外で仕事もしました。しかし、いつも長崎大学を母なる港と思って心に留めていました。皆さんも、長崎大学を大切にしてください。
　皆さんは、本日、母なる港から出て行きます。出航の時です。帆を高く上げて、胸を張って堂々と汽笛を鳴らしてください。私の最後の教え子である皆さんに、心より期待しています。本当に、おめでとう。長崎大学で学んでくれて、ありがとう。

Congratulatory Address by the President of Nagasaki University at the Autumn Commencement on September 20, 2023

　On behalf of the faculty and staff at Nagasaki University, including the deans of the graduate schools, present here today, I extend my heartfelt congratulations to all of you who have successfully completed your master’s or doctoral degree program. I would also like to express my sincere congratulations to your families who have supported you along the way and are here today.
　The expectations for your future are great. We at Nagasaki University, the Nagasaki prefectural government, and the Japanese government hope that you will help shape the future of Japan as master’s or doctoral degree holders, because the number of people earning their master’s, doctoral, and other advanced degrees is decreasing in Japan year by year. According to data from the National Institute of Science and Technology Policy, the number of people earning such a degree is on the rise in the US, Germany, France, the UK, South Korea, and China, but in Japan, the number has been on a steady decline since its peak in 2006. There may be many reasons for this. I am pleased that, under such circumstances, you all had the courage to go on to a graduate school or other institution, and have achieved remarkable results. I pay my utmost respect to your efforts and unyielding willpower. However, this is not the end.

　The world has entered an era in which unpredictable events happen, such as the recent COVID-19 pandemic and Russia’s invasion of Ukraine. In such times, it is important to always keep a positive mindset, and continue trying to reach your own goals and dreams with courage, even if you face difficulties. By doing so, I firmly believe that your life will be satisfying. In order for this to happen, you must have a broad and global perspective, and be prepared to continue pursuing your own dreams.
　You all have completed your course today, but you will continue to be members of the Nagasaki University community. The history of this university dates back 166 years. Senior members of the Nagasaki University community have overcome various difficulties, such as the crisis of the closure of our educational institution due to A-bomb damage. I am sure that you will also face crises, especially on a global scale, in the future. The Nagasaki University community aims to contribute to planetary health, but it is your generation that is expected to play a central role in taking concrete action. I am looking forward to seeing you, with basic academic skills and innovative ideas, taking the lead in developing specific plans to overcome various problems and crises.
　You are my last students, and I will be leaving this university together with you.
　I have no regrets about my half century as a researcher and educator. I am very grateful for that. I was able to take advantage of the wealth of accumulated knowledge and experience and active networks of senior members of the Nagasaki University community to fully engage in research and educational activities. I also did research abroad and worked outside the university, but I have always cherished Nagasaki University as my home port. I hope that you all will do the same. You will be departing from your home port today. It is time to start your voyage. Raise your sails high and blow your whistle proudly. I have high expectations of you, my last students. Once again, I would like to extend my congratulations to you all. Thank you for studying at Nagasaki University.
